The role of local governments in nation building process is very instrumental in the multi-party democratic governannce system. Therefore, wider range of functional devolution of power at lower level has become the only agenda of local government associations in Nepal since their inception in 1995 to date. In the context of restructuring of new Nepal, constitutional provision of local governemnt must be ensured in the New Constitution. Fiscal decentralization along with political and administrative decentralization at lower level must be constitutionally provisioned for effective, efficient and transparent service delivery mechanism of local governments that ensures participatory decision making process and altimately helps to increase full ownership of the people in development initiatives.
